While the trust fund is already on track to depletion in 2033, these changes would accelerate that depletion date. If that occurs, retirees’ benefits would be cut by about 25%, more than wiping out the benefit improvements suggested here.
To solve Social Security’s financing problems, the most effective single change would be to eliminate the income cap on Social Security benefit taxes for current wage earners. While that does not fully solve the fund’s financial problems, proposals such as this one in this article must finance any benefit improvements and delay the depletion date to have any possibility of passage.
