This surprising statistic makes sense on reflection. Medicaid expansion and the ACA (Obamacare) have brought health insurance coverage to many more of the uninsured. However, many government programs limit availability to noncitizens. So, while noncitizens make up only 8% of the uninsured population, they have much less access to health insurance. Factoring in Medicare, the statistic is even worse for the over 65 population, where almost 40% are noncitizens.
